Dr. Horowitz is a SERC Research Council member in Trusted Systems and Principal Investigator of a 6 year long research project (Security Engineering). The research effort focused on embedding security solutions into systems, referred to as System Aware Cyber Security. The System Aware Cyber Security concept is currently being prototyped through a significant DoD research project led by Dr. Horowitz, focused on cyber security for airborne surveillance systems onboard unmanned airborne vehicles.
Dr. Horowitz joined the University of Virginia’s faculty as a Professor in the Systems and Information Engineering Department in September 2001, after an industrial career involving the application of systems engineering to many large and complex systems. He assumed the role of Department Chair in 2009. Since joining the University he has focused his research efforts on wireless systems, and a systems engineering approach for addressing cyber security. From 2006 through July 2013 he served as the UVa research site director for the National Science Foundation sponsored Industry/University Cooperative Research Center (I/U CRC) called WICAT (Wireless Internet Center for Advanced Technology) and in 2013 led the UVA effort to create a new NSF I/U CRC called BWAC (Broadband Wireless Access and Applications Center).
From 1969 through 1996 he was employed in a variety of positions at the Mitre Corporation, including the last five years as President and CEO and the three prior years as Executive Vice President and COO. Early in his career at Mitre he led an FAA-sponsored research activity that developed a prototype airborne collision avoidance system which served as the basis for the currently employed international system for commercial aircraft collision avoidance, TCAS. During Desert Storm he conceived of and led the integration efforts for a system for tracking and destroying SCUD missile carriers. He received the Air Force’s highest award for a civilian as a result of this effort.
As a result of his efforts, in 1996 Dr Horowitz was elected into the National Academy of Engineering. Dr. Horowitz served as a member of the Naval Studies Board (NSB), recently led a Chief of Naval Operations sponsored study for the NSB on cyber security and is engaged in an NSB study to evaluate the current status of Navy activities related to cyber security. He also serves as a member of General Electric’s Academic Software Advisory Panel and is a Cyber Security Commissioner for the Commonwealth of Virginia. In addition, Dr. Horowitz has served and led studies for the NAE, the Defense Science Board and the Army Science Board.
