Biography: Dr. Douglas Ray, PStat, is the Principal Data Scientist in the Systems Analysis Division (SAD) at the US Army CCDC Armaments Center at Picatinny Arsenal, NJ. Prior to working in the Systems Engineering Directorate’s SAD he had established the Armament Center’s core Statistical Sciences consulting group in the Quality Engineering Directorate, where he worked as the organization’s senior Mathematical Statistician for 13 years. His work focuses on applying analytics to DoD armament systems across the acquisition lifecycle for the Warfighter. This work includes Design of Experiments (DOE), reliability data analysis, machine learning, uncertainty quantification, and probabilistic optimization of computational models and simulations. Dr. Ray provides technical leadership to dozens of statisticians, operations research analysts, systems engineers, and data scientists who collaborate with engineering and business teams on a spectrum of armament projects and systems. Dr. Ray is a past Chair of the ASA’s Section on Statistics in Defense and National Security (SDNS), an ASA Accredited Professional Statistician, a Lean Six Sigma Black Belt, and an ASQ Certified Reliability Engineer.
Dr. Ray’s Ph.D. research in Systems Engineering is closely aligned with his day-to-day work where he and his colleagues adapt modern data analytics approaches to armament systems. The major contributions of his Ph.D. dissertation “Analytics for Model-Based Engineering Trade Studies in the Development of Defense Systems” involves the development of a data synthesis framework for model-based systems engineering, a proposed M&S DOE approach for dimension reduction, novel visual tradespace optimization, and computational model Verification & Validation (V&V) using statistical metrics and data visualization. The research is focused on critical gaps in the systems engineering design toolkit and is informed by Dr Ray’s daily work supporting the development of engineered systems representing a number of the Army’s strategic modernization priorities, including Long-Range Precision Fires, Soldier Lethality, Next-Generation Combat Vehicle, and Future Vertical Lift.
In addition to his over 15 years of experience as a DoD Mathematical Statistician he is also a retired combat veteran of the US Army.Dr. Ray holds a B.S. in applied mathematics from the University of Rhode Island and an M.S. in statistical engineering from New Jersey Institute of Technology, and a Ph.D. Systems Engineering with an emphasis on Data Analytics from Stevens Institute of Technology.
