Practical Software and Systems Measurement (PSM) announced the release of the Digital Engineering (DE) Measurement Framework. This framework, jointly published by the Systems Engineering Research Center (SERC), PSM, the International Council on Systems Engineering (INCOSE), the National Defense Industrial Association (NDIA), Aerospace Industries Association (AIA), and the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), provides a clear context and operational definitions to create and successfully use metrics for DE. Research conducted by the SERC created a causal measurement model of DE and Model-Based Systems Engineering (MBSE) benefits, which were used in collaboration with this government/industry Digital Engineering Measures Working Group to create the measurement framework. That research was conducted by Ms. Kaitlin Henderson, a PhD candidate at Virginia Tech. Mr. Tom McDermott, SERC Deputy Director and CTO, has been the Principal Investigator on DE measures and metrics work at the SERC over the last several years and led the SERC efforts on the development of the framework.
