About SERC

Who We Are

The Systems Engineering Research Center (SERC) is a network of 26 universities sponsored by the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) and other entities in the Department of Defense to develop actionable solutions to complex challenges facing national security.

Innovation Beyond Technology

Today, technologies are enabling new engineering and acquisition methods and tools to deliver capabilities faster and at scale. While taking on sponsored research tasks, the SERC network innovates these new methods and tools at the forefront of digital technologies. The goal is to provide DoD sponsors with insights for implementing and improving efficient programs and projects that enhance warfighting capabilities.

Our Network

The DoD established SERC in 2008 as the first networked University Affiliated Research Center, modernizing a UARC model from the 1940s and opening new pathways for academia and government to collaborate. Led by Stevens Institute of Technology, SERC connects the DoD with experts on campuses across the country.

What We Do

SERC experts work with DoD entities to conduct sponsored research tasks applying digital engineering, test and evaluation, architecting, AI, and other tools to develop adaptable and scalable solutions.

SERC for Defense Acquisition

In 2020, SERC responded to mandates from Congress and the DoD by expanding with the Acquisition Innovation Research Center (AIRC) and applying systems thinking to advance defense acquisition. AIRC runs on the SERC network and operational structure to conduct research, develop tools and offer recommendations for the DoD on analyzing data, incorporating AI, program piloting, training the next generation of acquisition professionals, and more.

Contract With Us

SERC is managed by the Office of the Under Secretary of Defense for Research and Engineering. AIRC is led from the Office of the Under Secretary of Defense for Acquisition and Sustainment. SERC and AIRC conduct sponsored research for most Department of Defense agencies and services, as well as the Office of the Director of National Intelligence and related agencies, the National Aeronautics and Space Administration, and the Department of Homeland Security. Any government agency can sponsor research with SERC universities.

The Systems Engineering Research Center (SERC) is a DoD University-Affiliated Research Center but not a government component of the Department of Defense. SERC is currently funded through IDIQ contract number HQ0034-24-D-0023.
