SERC Mourns Passing of Dr. Bill Rouse

The SERC community mourns the loss of Dr. William B. Rouse, who passed away on August 4. Dr. Rouse was an emeritus member of the SERC Research Council, an important advisor in launching SERC’s Acquisition Innovation Research Center, and an esteemed researcher, educator, mentor, and friend.

“Bill was one of the most intuitive systems thinkers I ever met. His ability to rapidly make sense of very complex enterprises was well beyond any of his peers. But Bill was not just a great thinker, he was a great mentor and always was willing to take time to help others. As a researcher, entrepreneur, and author, Dr. Rouse focused on understanding and transforming complex organizational systems in healthcare, education, energy, transportation, and national security. His use of computational models to address these challenges has been widely recognized, and the interactive visualizations associated with these models have been valued by decision makers in the corporate and government realms.

“Dr. Rouse’s contribution in the use of Policy Flight Simulators for policy analysis was nothing less than groundbreaking,” said AIRC Deputy Chief Scientist Doug Buettner. “His work laid the foundations of AIRC’s current research on the use of Agentic AI technologies to build the Policy Test Lab.” The significance of such research is supported by a provision in the Fiscal Year 2027 National Defense Authorization Act (NDAA) to establish an Acquisition Policy Experimentation Laboratory that runs policy experiments.

In addition to providing an astute voice on the SERC Research Council, Dr. Rouse’s contributions to SERC research include reports on systems engineering analytics, model-centric engineering, methods for integrating requirements, and policies to develop STEM talent. He also moderated the Fall 2022 SERC Talk series on “Innovating for STEM Readiness”.

Dr. Rouse had served as a Senior Fellow in the Office of the Senior Vice President for Research at the McCourt School of Public Policy at Georgetown University, where he also served as a research professor. He also served on the faculties of Georgia Institute of Technology, University of Illinois, Delft University of Technology, Stevens Institute of Technology, and Tufts University, and was Professor Emeritus and former Chair of the School of Industrial and Systems Engineering at the Georgia Tech.

He set an extraordinary example through the way he supported students and young researchers, taking a genuine interest in both their professional and family well-being. Dr. Rouse was a member of the National Academy of Engineering and a fellow of IEEE, INCOSE, INFORMS, and HFES. He authored several books, applying systems engineering to a range of topics, including Understanding and Managing the Complexity of Healthcare, Economic Systems Analysis and Assessment, People and Organizations: Explorations of Human-Centered Design, Essential Challenges of Strategic Management, and Don’t Jump to Solutions. He was an alumnus of the University of Rhode Island and earned his doctorate from the Massachusetts Institute of Technology.
